A-CDM operations are available in Napoli through the use of the vACDM plugin. The Ground Controller is in charge of issuing and managing TSATs and CTOTs (if applicable) to guarantee an expeditary flow of traffic, especially during events.

When Apron Management (LIRN_P_DEL) is online, the ground controller is still in charge of issuing ATC Clearances. When a traffic reads back its clerance correctly, it shall be handed over to Apron Management with callsign only. Apron Management will communicate the TSAT to the traffic and release him when appropriate, handing it back to GND for pushback/startup.

In Napoli, the Apron Management operator has the responsibility of managing A-CDM Operations, informing pilots of their TSATs and issuing delays when it is needed.
When Apron Management receives a traffic from GND, TSAT shall be communicated and the traffic shall then be released when considered appropriate by the Apron Management operator. No startup clearances can be issued by apron management.
ATC Clearances are in charge of the Ground controller, which will transfer the traffic to the Apron Management frequency as soon as they’ve read back their clearance correctly.
