Tower is responsible for all traffic within the ATZ, from ground to 1500 ft AMSL. The ATZ is surrounded by the Rome CTR 4 and TMA, which extends from 2000ft to FL125. The airspace around LIRU is Class G. Due to its proximity to Rome Ciampino (LIRA) and the Tiber river, strict arrival and departure procedures apply.
Special VFR is not permitted.
Remember this is a TOWER facility, therefore, taking off and landing clearences must be issued.
Runway 34 is preferred for takeoffs and landings, weather and traffic permitting.
Arriving traffic mantains east of the field, performing either a right downwind for RWY 34 or a right upwind and left downwind for RWY 16.
All traffic circuits are flown at 1000ft AGL (approx. 1050ft AMSL).

Departures are usually instructed to report one of the exit VRPs at maximum 1500ft.

Upwind for RWY16 is standard to mantain arriving traffic clear of aircrafts in the traffic pattern by overflying the old VRP Porta di Roma.
Entry into the ATZ without prior contact is prohibited.
Whenever the Rome TMA is intended to be entered, the change of flight rules should preferably be carried out over KASCI at 3000 ft.
However, traffic may fly outside the area under VFR and request to join at a later time.
Coordination is fundamental, as the departure release time must be obtained, along with other information such as the assigned squawk and climb or further routing clearance.
Therefore, it is mandatory to coordinate before the aircraft starts taxiing towards the runway.
Traffic inbound on a Y FPLN cancels IFR at TIBER waypoint and continues VFR or at LOCRI (3000ft) where, prior coordination by Rome Radar, it orbits west of the field until reaching 1000ft to then join downwind.
As controller, it’s not usual to assign parking stands, instead, taxi routing to Apron North, Apron South or one of the hangars is given.
