Napoli Tower is responsible for RWY 06/24, all taxiways beyond their RHPs, all the traffic within Napoli ATZ and CTR.

Radar service is available in LIRN.
Handoffs to the next controller as soon as practicable, departures are handed off to Roma Radar 124.350 or Roma Radar 124.200.
Separation between two consecutive departing ACFT is 5NM or WTC separation, whichever is greater. Radar separation of 5NM between consecutive departures can be reduced by TWR upon coordination with Roma ACC, provided that the initial climb altitude to the succeeding ACFT is reduced by at least 1000ft to guarantee vertical separation. Phraseology example below.
A traffic lined up on the runway must commence takeoff roll before the arriving traffic passes the 4NM gate from threshold.
Arriving traffic will be separated by Roma ACC as specified below.

In case of a circling approach, all succeeding aircraft are held for release and can't be cleared for any approach until they are released by Napoli TWR.
Napoli TWR may request Roma ACC to increase spacing between arrivals if needed due to any possible reason.
Spacing as specified above can be reduced to 5NM by Roma ACC after coordination and approval from Napoli TWR according to the current traffic situation.
In case of a go around, Roma Radar shall be notified immediately and traffic handed over with the appropriate MISAP tag.
After a missed approach, all departures are HELD FOR RELEASE.
Preferred traffic pattern is the one to the south of the field.

Departing VFR traffic shall leave the CTR via one of the exit points specified above at maximum 2500 ft.
Arriving VFR traffic shall enter the CTR via one of the entry points specified above at maximum 2500 ft.

Special VFR is not allowed in Napoli
Night VFR is allowed only to helicopters, with minimum visibility 8KM and ceiling not below 1500 ft.
Napoli TWR controls the airspace above Cardarelli Hospital, hence it might come in contact with HEMS traffic. ATC only needs to verify the position of the target (where the HEMS traffic is headed for rescue operations) and instruct them to report over the target, giving out traffic information as would normally do with a VFR traffic.
