In Roma Fiumicino there are two main movement areas.
Apron Area West, controlled by Fiume Ground (W_GND), which includes the area defined by: TWY A; TWY B between A and BD excluded; TWY H between A and P included; Stands from 509 to 909. | Apron Area East, controlled by Fiume Ground (E_GND), which includes the area defined by: TWY B between BD included and HP RWY 25; TWY C; TWY D up to P excluded; TWY G and H up to P excluded; Stands from 101 to 510 included. |
The controllers shall use GroundRadar Plugin which will direct most aircraft to the appropriate stand. In case a stand is blocked, reassignment is possible via GRP.

Pushback clearance shall be given by the appropriate Fiume Ground. If Delivery / Planning is not online, Ground control will also give start-up clearance. Outbound traffic shall have priority in case of simultaneous departures or arrivals in a given stand/taxiway.
Simultaneous pushback operations are not allowed from TWYs NW and NZ if ACFT are using the same start-up points.
Traffic on the ground in Fiumicino shall follow a specific flow which aims at directing departing aircraft onto taxiway B and arriving on taxiway D.
When Runway 25 is used for departures:
The Ground controller shall not assign any runway holding point, aircraft shall always be instructed to hold short B4 or B3 and handed off to Tower as soon as possible.
The use of hold shorts is fundemental due to the number of taxiways and intersecting routings.
Traffic departing runway 25 shall be instructed to monitor the tower frequency
When Runway 16R is used:
The ground controller cannot authorize runway crossing, aircraft shall be handed over to Tower as soon as possible
When Runway 34L is used:
Ground shall aim at an early handoff to Tower, as soon as the aircraft is on taxiway A and is free of conflict with other taxiing aircraft on the frequency.
For aircraft landing on 16L / 34R:
Aircraft instructed to follow Standard 1 will taxi via D, hold short EG and monitor E_GND on 121.900. It is the Ground Controller’s responsibility to make the first contact with the aircraft.
The Controller shall aim at establishing communications with the aircraft right before it is abeam taxiway U.
Upon first contact aircraft shall be directed to their assigned stand via EG (for aircraft parking at stands ≤ 412) or D or be instructed to “continue Standard 1” in case, due to traffic, it is necessary to have them hold short at EG.
Departing aircraft shall always have priority over arriving aircraft. The Ground Controller shall make use of the proper “hold short” and “give way” instructions to achieve such a flow.
For aircraft landing on 16R:
For aircraft landing on 34L:
-Taxiway D and H westbound shall be used as the main taxiway by inbound aircraft;
-Taxiway B eastbound shall be used as the main taxiway by outbound aircraft;
-Taxiway EG southbound shall be used by inbound aircraft;
-Taxiway NG northbound shall be used by outbound aircraft.
The two Ground Controllers must be familiar with each position’s AoR and work closely with each other to achieve an orderly flow of traffic.
The main standing agreement between the two positions is that an aircraft shall not be cleared beyond the position’s AoR unless case-specific coordination has occurred.
