Raisi Tower is responsible for all the traffic within the ATZ, from ground to 2000 ft. North, east and west of the airport the ATZ is protected by Palermo CTR 1 [GND - 2000ft] while to the south by CTR 2 from 2000 ft. South-east of the airport is also the VFR airfield of Boccadifalco (LICP).
The preferential runway in LICJ is runway 25 / 07
Due to the location of the airports, strong winds are a common phenomena and pilots may request runway 02 / 20 for departure and arrival. Any aircraft requesting this runway shall be subject to delay when the main runway is 25 / 07.
Traffic patterns are north of the runway for 25 / 07 and west of the runway for 02 / 20
Handoff: Departures shall be transferred to the appropriate sector as soon as practicable.
Spacing : Departures shall be separated by 2 minutes or WTC separation, whichever is greater.
The minimum radar separation between arrivals is 10 NM. If no departures are to be inserted between arrivals, the separation can be reduced to 6 NM + WTC Separation.
In case of missed approach Raisi Tower shall inform Radar immediately and hand over the misap tag.
After a go-around the next departure is always held for release unless otherwise coordinated with the sector above.

VFR flights departing LICJ shall be instructed to turn to the assigned exit VRP after departure, follow the mandatory routings and maintain maximum 1000 ft, these can be:
Aircraft leaving westbound and eastbound shall be handed over to Palermo Approach once they leave the ATZ boundary while aircraft leaving soutbound below 2000 ft shall be handed over to Roma Information.
VFR arrivals from the east are expected to orbit over NE1, approach will hand them over to Tower who shall instruct them to follow the NE1 - W1 track to join downwind. The same applies for arrivals from the west.
Arrivals from the south will be handed over by Roma Information or Palermo Radar directly over SW1.
In case of high traffic within the ATZ Tower shall instruct aircraft to proceed to N1 and orbit.
